ACF has bad permissions
Looks like all files installed by acf-core are owned by 1000:1000, but there is no 1000 user/uid/gid in /etc/passwd. ACF gets permission errors when trying to access /etc/acf/passwd (owned by root:root) and /var/log/acf (nonexistent, but directory owned by root:root).

main/[various]: rebuild due to bad owner in package Busybox got static in 3860ada6cdc107477a4de9bbc2b92d73495b66e8 causing fakeroot to break and owners got bad in all packages built after that. This got fixed in 7f3e98913b36d3254e0000765c9822423c0364e0 but all broken packages needs to be rebuilt. fixes #387
