In APKBUILD: according to bundled README.md this package should be built by itself (preferably) or (bootstrapped) by stage0 packages. So depending on "bootstrap*" (virtual) packages is correct while on stage0 is not.
This 0001-community-dotnet8-runtime-fix-makedepends-according-.patch should be quite enough to fix.
