re-enable kodi

community/kodi fails to build, as mentioned in #16335 , !75668 (merged) triggered a rebuild also on edge and temporarily disabled it in !75723 (merged) to get other things in that needed rebuilding.

I made an attempt in !75715 (closed) but didn't get far
