GNOME 46 upgrade coordination

I'm creating an issue about this just like last year (see #15228 (closed)) to coordinate the GNOME 46 upgrade. It's due 20 March 2024, so in nine days (schedule). I'm not sure if there's anything we can do yet (haven't really investigated), but it would be nice if we could get the upgrade done smoothly and try to have it completed in Alpine not too long after the upstream release.
