pciutils and usbutils should use hwdata package

pciutils and usbutils installs a hardware database in /usr/share. The hwdata package is supposed to separate the database from the applications.

pciutils should not include its own database but depend on hwdata-pci. Same with usbutils and hwdata-usb.

I’m not sure if there are any other package that should use hwdata-pnp or hwdata-oui.
