mdev not making /dev/btrfs-control node when btrfs-progs is installed

Background:
not sure if this is related to the kernel I'm using, the package btrfs-progs
or busybox's mdev
or that I didn't set this btrfs device up on this os but rather am trying to bring it up after being setup.
When scanning for btrfs devices I get this warning:
WARNING: failed to open /dev/btrfs-control, skipping device registration: No such file or directory The solution is on the btrfs wiki

Problem is solved I just figured I would report it as per btrfs wiki instructions c;
I used the kernel from LibreElec and put it into the generic aarch64 image as per the instructions in this post on the Odroid forum
