raspberry pi 3.13.0 armhf, armv7 and aarch64 not booting

I am using fresh 3.13.0 armhf, armv7 & aarch64 install tarballs and none of them work. I get the rainbow square and 7 regularly spaced flashes. According to https://www.raspberrypi.org/forums/viewtopic.php?t=58151

  • 7 flashes: kernel.img not found

All the machines successfully boot with Raspbian OS

I have tried this on:

  • Pi B (armhf only)
  • Pi 2B (armhf and armv7)
  • Pi 3B (all)
  • Pi 4B (armv7 and aarch64)

Note: I had to film the flashes with my phone and replay the video slowly to accurately count them. This is why Morse code has dots and dashes.
