Will not find and use /var/lib/apk/world when upgrading

When upgrading an empty /etc/apk/world created by apk add —initdb will be used instead of a /var/lib/apk/world when upgrading.

Bug introduced with commit:“8981ccbf5b2636c7d2e06b08ffdf87be80fe19c8”.
