tpm2-tss-dev has no .so files, breaking all consumers that depend purely on it.
.so symlinks are required by the -dev subpackage to automatically detect proper dependencies (a -dev package with lib.so will depend on the package with lib.so.X and lib.so.X.Y.Z).
Changes in !6873 (merged) broke 100% of packages that link to tpm2-tss libraries without specifying each library independently (which shouldn't be done, you add -dev and done, it will link to the proper libraries).
