nginx http-client-body-temp-path change broke upgrade

I recently upgraded nginx from 3.10 to 3.11 and then nginx wouldn't start complaining about missing a directory /var/lib/nginx/tmp/client_body.

I tracked it back to this change: https://git.alpinelinux.org/aports/commit/main/nginx/APKBUILD?id=8ded1028a7bcdabc411b39367920a61f7919fdd6

Creating the directory manually fixed the issue, but it would be good if upgrades created these missing directories if possible.
