Subversion package missing svnauthz

The svnauthz (or svnauthz-validate) utility is missing from the subversion package. The tool is important for validating the authz file when users and groups are managed through such a file. The authz module itself is already included in the apk package.

Based on a brief check, most other distros have included the svnauthz in their package.
