also, remove disable reason comment leftover from previous commit

this is only a partial rebuild,
including stuff that i built on my personal machine
with python 3.12.2; might fail with 3.12.3

this marginally increases install speed by not checking if it needs a rebuild.
also remove --prefix=/usr as it defaults to /usr already.

might break a build or two, will fix later
