Since eudev now reports /usr/lib/udev as the standard udev location with
"pkgconf udev --variable=udevdir", we should rebuild these packages to
let them pick up this new location

This installs the keymap fules under /usr/lib instead of /lib. It
requires splitting ir_keytable subpackage before the libs one

This installs the hwdb file under /usr/lib instead of /usr, as
required by the previous commit. upower fetchs the variable from
pkgconfig file, so a rebuild is enough

This commit moves everything but the binaries which are in /bin and
/sbin to the /usr hierarchy. It keeps "--enable-split-usr", which
according to documentation it hardcodes looking for rules and binaries
under "/" and "/usr". However, it now only reads .hwdb files from
/usr/lib, so the follow-up commits will move every package that
installs them under /lib/udev/hwdb.d
