switching from PyPy3.8 to PyPy3.9 (now stable)

since this has the same provides as -bootstrap, rebuilding bootstrap
confuses ap into building both, so this was built twice, and needs to be
built again to change the pkgrel

final commits for 1.2.4, before changelog written

the new-menu layout backport seemingly slightly breaks dropdowns for
now, so just wait for 113

small bugfix release with no incompatibilities

building with setup.py doesn't seem to produce any .py/.pyc files anymore(?)
