The -virt packages has those enabled.

This accidentally made its way to master, sorry!

This reverts commit d9dc2fed.

- Add options="!check" because of the lack of a testsuite
- make -dev subpkg depend on linux-headers for linux/futex.h
- make -dev subpkg depend on libtbb as soname is screwed up
 so it doesn't depend on it automatically
- Remove superfluous and opionated part of pkgdesc
