Maintainer has not been active since 2015.

it no longer conflicts with community/elixir, upgraded version
no longer complains about get_stacktrace being removed, fixes
the crash in Elixir.Logger.App, and the missing plugins warnings
at compilation are reduced by compiling rebar_elixir_plugin earlier

directory name and version were wrongly taken from aports git;
libdir has been moved from /usr/lib to /usr/lib/ejabberd

also, add bash-completion subpackage, standard autoconf options,
and move captcha.sh into doc examples, because it requires imagemagick
and the comments in the script explicitly state that it is only an example,
so server admins are supposed to modify it to make the captcha challenge
difficult to bypass by bots
