seem to have changed, cannot find old source archive to compare

previous one was ambiguous and failed to resolve

building with extra tools makes the .cmake scripts that find llvm also
depend on finding the test utils, can't think of a better workaround for
now

old one gives connection refused
new build needs autoconf/make
new tarball has new checksums (github)

This re-enables 866f2e14. While Go
1.18.1 fixed the initial linking error we encountered with Go 1.18
on ppc64le it seems there are two more regressions with -buildmode=pie
and CGO_CFLAGS=-Os. See:

Forcing external link mode seems to be a workaround for now.

Fixes crash on launch due to Headlines linking to an old version of
libadwaita.

setup.py build_tests no longer exists (setuptools 59?)
