As I understand, s390x mainframes don't have GPUs, so let's disable
supertuxkart there to save almost 1 GB of storage on the mirrors.

This was messed up in the previous 1.8.0 upgrade commit. Actually use
1.8.0 sources now.

also set 0 to testing/php7 as it also provides some packages and fix comments

This will help especially riscv64 builder.

Otherwise, the plan9port build system will install INSTALL.orig as well
to $PLAN9.

https://github.com/9fans/plan9port/pull/532 has been merged upstream
and, as such, it should no longer be necessary to manually fix hardcoded
paths in the C source code.
