The above uacme.mk has a comment saying:
> # Released versions are on branch upstream/latest, tagged as
> # upstream/X.Y.Z Do not use vX.Y.Z tags from master, as they do not
> # include .tarball-version

So we use the upstream/X.Y.Z tag, even if its unclear what the
.tarball-version is for.

also add -upstream in the downloaded source package filename to work
around checksum errors with cached uacme-1.3.tar.gz files.

This reverts commit a7fda426.

The provided challenge hook expects /var/www/.well-known/acme-challenge
to exist.

This version fixes problem that can happen when retrieving directory
over HTTP/2.
