-docs subpackage was dropped as yelp no longer builds its docs.

Those dependencies which depend on GTK have been moved to the
makedepends to avoid pulling both GTK3 and GTK4 on packages that
depend on gnome-settings-daemon-dev

gtk4=false is the default anyway, so drop it. We can't enable it
yet as it requries building vte3 from the master git branch.

This was added upstream: https://github.com/systemd/systemd/pull/21605/files
but seems like the rule is not pulled by eudev. Not sure what to do
with this.
