main/cmake: unbreak circular dep

commit 0046e0b7 (main/c-ares: upgrade to 1.24.0) introduced a
circular dependency of gtest:

  gtest -> cmake -> nghttp2 -> c-ares -> gtest

unbreak this by build cmake with bundled nghttp2.
