main/mkinitfs: temporarily depend on cryptsetup1

we need to temporarily use cryptsetup1 since mkinintfs is already
installed on the builders and depends on cryptsetup-libs (previous
version). We do this so we can install cryptsetup-dev 2.0.0 which
conflicts whith the runtime dep of mkinitfs.
