main/perl-mail-spf: upgrade to 3.20240206

also, recreate with apkbuild-cpan template 4, use correct license,
and undo move to /usr/lib/perl5 from b68b01d2 as this is a pure
Perl module, so belongs in /usr/share/perl5 instead.
