support building with uncompressed help databases

Ariadne Conill requested to merge ariadne/apk-tools:feature/uncompressed-help into master

some operating systems, such as OpenWrt, use squashfs images for the filesystem, making the help database compression pointless. this also allows building without the lua-lzlib dependency if so desired.

I have probably murdered the Lua side of this, maybe @jirutka has suggestions here.
