Draft: src/apk_defines.h: test for sse2

socksinspace requested to merge socksinspace/apk-tools:check-for-sse2 into master

Since we configure gcc to make use of sse2 on x86 i feel like we shouldn't just match the baseline i386, but I don't have the slightest clue if I have implemented it correctly
