ctx: keep APK_OPENF_{CREATE,WRITE} flags when APK_SIMULATE is set

Sertonix requested to merge sertonix/apk-tools:simulate-create into master

I am not 100% sure if this is a good or bad idea. It should increase precision of simulate results.
