database: set arch even when --root is not given

Example: apk --arch riscv64 fetch linux-sophgo

On alpine --keys-dir /usr/share/apk/keys is needed too.

I suggest merging !145 (closed) first to fix a cache issue. Otherwise people might end up with packages from a different arch installed. merged
