meson: openssl_static dependency in libfetch results in double linking
The recent changes brought in a libfetch dependency on openssl, however this results in openssl for now harmlessly being linked twice. Worse would be if it tried to link the second openssl statically, which it does not for now. Either way, it should only link once.

Subject: [PATCH] libfetch: fix openssl dependency specification
We shouldn't include the full static linkage as it may accidentally
bring static openssl into the apk link path. We only care about the
includes here, so do that.
