The source project of this merge request has been removed.
setup-alpine: do not restart services if under ssh
openrc boot/openrc default may stop existing wpa-supplicant & sshd services, which may kill setup in headless environment.
(i.e. do not assume those services are fully installed with runlevels set; they might just be launched once)
