setup-apkrepos: Support enabling community repo

Lukas Bestle requested to merge lukasbestle/alpine-conf:feature/setup-apkrepos-community into master

Adds a new -c flag to setup-apkrepos that will automatically uncomment the community repo in /etc/apk/repositories.

Use case:

If the admin already knows that the community repo will be needed, the new flag can be set from a setup-alpine answer file so that another manual step of uncommenting the repo URL can be skipped.
