setup-devd: disable hwdrivers service when udev is chosen

Laurent Bercot requested to merge skarnet/alpine-conf:devd-hwdrivers.20220705 into master

udev performs its own hwdrivers module detection, it does not need the additional service. We delete the hwdrivers service when enabling udev, and add it when enabling mdev and mdevd.

Also a consistency pass on the script so the options are always in the same place on the command line.
