debug appended twice in rootbld
this is top-level:

so when rootbld is used, it executes, then again on rootbld re-exec (-g -g)
this breaks an assumption in aports that e.g. ${CFLAGS/-g/-g1}
works (only replaces first), but should probably not append twice
