dpkg needs xz to create packages and busybox xz only support extraction.

Also drop the -static package, which presumably nobody uses.

the xz applet in busybox only supports decompression (xz -d). Disable
this applet, and let packages who only needs decompression use unxz
instead.

This reverts commit a5806da1.

chronyd init.d overrides start(), due to this the built in vrf support
in openrc does not work. Due to this chronyd init.d must handle the
vrf support.

apk may have difficulties to select the package with indirect
dependencies.

librsvg is only used in combination with gdk-pixbuf-xlib.

Loses SVG icon support, but that seems not worth the bloat anyway - https://github.com/bbidulock/icewm/issues/274

Partx was moved out of the main util-linux and into a subpackage
therefore cloud-utils-growpart's dependency for util-linux needs
to be changed to partx instead.

Also remove cloud-utils-growpart dependency on coreutils and add
patch growpart to use a flock command-line option that is understood
by both util-linux and bosybox's flock command.
