Perl is required for the /usr/share/h2o/start_server script, which
execs perl. OpenSSL is required for running h2o as HTTPS server.

Declare the package !check for no since the checks are broken with the
current version of the package. They should work again once upstream
releases a new version.

MaxMind stopped allowing direct downloads of free databases without
a license key:

Also enable check() to run approximately 730 of the 919 tests on all
arches apart from armv7. On armv7 in CI around 400 more tests time out,
so this commit does not not enable the test suite.
