community/go: skip TestCrossPackageTests and run cgo_test
TestCrossPackageTests was the only remaining test of the cgo_test test suite which didn't pass successfully. Manually skipping it allows us to run all other tests of cgo_test. See also: https://github.com/golang/go/issues/39857
