There is no actual code change (dtools version is tied to community/dmd),
but we need to rebuild against LDC v1.28.0.
Since the lint rules could not be sanely satisfied with the old approach,
the 'dtools' package being a virtual package, all tools have been merged
into one. They are lightweight enough that the user will not see a difference.

This aport is still in testing, but it's here for a while, so better
to add post-upgrade message anyway.

- /etc/radsecproxy/radsecproxy.conf -> /etc/radsecproxy.conf
- /usr/bin/radsecproxy -> /usr/sbin/radsecproxy

Creating /etc/radsecproxy for just one configuration file seems
unnecessary. Upstream also prefers /etc:

> To use radsecproxy you need to create a config file which is normally
> found in /etc/radsecproxy.conf or /usr/local/etc/radsecproxy.conf.

radsecproxy doesn't even handle SIGUSR1 and SIGHUP doesn't reload
configuration.
