This aport is still in testing, but it's here for a while, so better
to add post-upgrade message anyway.

- /etc/radsecproxy/radsecproxy.conf -> /etc/radsecproxy.conf
- /usr/bin/radsecproxy -> /usr/sbin/radsecproxy

Creating /etc/radsecproxy for just one configuration file seems
unnecessary. Upstream also prefers /etc:

> To use radsecproxy you need to create a config file which is normally
> found in /etc/radsecproxy.conf or /usr/local/etc/radsecproxy.conf.

radsecproxy doesn't even handle SIGUSR1 and SIGHUP doesn't reload
configuration.

The default LLVM is LLVM12, but this builds against LLVM11. Provide the
LLVM_ROOT_PATH explicitly so that `llvm-config` can be found.
