testing/radsecproxy: fix configure opts and change install locations

- /etc/radsecproxy/radsecproxy.conf -> /etc/radsecproxy.conf
- /usr/bin/radsecproxy -> /usr/sbin/radsecproxy

Creating /etc/radsecproxy for just one configuration file seems
unnecessary. Upstream also prefers /etc:
