- Remove unnecessary article from the pkgdesc
- make openssl-dev a dependency of the -dev subpackages as

* remove hsbench as building creates performance drop

remove atop-bb-compat.patch, fixed upstream
add fix-limits-on-ppc64le.patch to build on ppc64le

disable Werror so it builds
disable on armv7 due to bus error
