Add job for automatically apply labels on Merge Request creation and changes

It would be nice if aports-qa-bot automatically applied the correct labels for a new Merge Request and also updated them whenever changes are pushed.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
