CommentPingTeam: read list of teams from config.json

The list of teams is now hardcoded, and adjusting teams would require a merge request, new tag and redeploying the bot.

Providing this list via configuration (config.json) allows us to adjust the teams and restart the bot for it to be active.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
