gen-readme.py.in and scrub-old-amis.py.in need updating or retirement

Things have changed a bit since these scripts were written, we should review/fix/replace/retire these?

We may want to add links in the README (or in a separate document) for publicly-available historical AMIs. Probably not a bad idea to clearly state retention policy for old AMIs, too.
