iproute2 bug when flushing secondary and primary addresses
Alpine 1.9.3 iproute2 suffers from the bug documented at http://bugs.debian.org/cgi-bin/bugreport.cgi?bug=532152
As a result, ip addr flush dev fails in configurations which include a secondary address. This causes /etc/init.d/networking to restart, which stops a lot of processes due to openrc dependencies.
Example /etc/network/interfaces configuration which causes the bug:
auto dummy0
iface dummy0 inet static
address 192.168.0.1
netmask 255.255.255.0
up ip addr add 192.168.0.2/30 dev dummy0
