testing/prometheus-wireguard-exporter: Unset maintainer

I no longer have use for this package. For complicated political reasons I would appreciate if it could sit in testing/ rather than being moved to unmaintained/ in the hopes that another maintainer might adopt it. I can poke a few people that might be interested in maintaining it to see if they are willing to do so.
