main/protobuf: upgrade to 25.6

I'm interested in trying to upgrade protobuf one major version at a time in hopes of reaching a version which includes this PR, which should make it possible to build grpc-java for Alpine again after we previously hit this blocker.

This MR attempts to pick up the most recent recommendation from !54716 (closed) to drop Ruby support.
