Draft: community/fpc*: move from testing

I had hoped to upstream the patch that enables musl support before moving these to community, but I haven't had time to work on it recently. At this point I'll be happy to get it into a release in its current state, but if I do find time to work on the upstream project before the next release I'll remove the patch.
