testing/throttled: add thermald as conflicting package to match upstream and simplify packaging

These changes aim to improve and fix the package.

  1. Made the openrc service file executable. Since I forgot to make the service executable earlier, this commit should fix that issue.
  2. Added thermald as a conflicting package, to prevent further issues with both programs and stay on par with upstream.
