Draft: community/prismlauncher: update to 6.3, add system lwjgl3 package

Closed knuxify requested to merge knuxify/aports:prismlauncher-6.3 into master

Fixes #14443. Still kinda WIP. Testing/suggestions appreciated.

  • Test on a clean system
  • Figure out if ARM support works
  • Check if some of the .so files aren't included in non-native jars (make sure license is changed accordingly)
  • Remove (and preferrably don't build) submodules that we don't need/use (cuda, etc.)
