hidapi-dev: install both static and shared libraries

We need to install the static libraries for the Tezos project to statically compile our software.

Switch to cmake starting with 0.11.0 removed the static libraries introduced in !23615 (merged) by @abate

Related hidapi GitHub issue => I am trying to find a better solution than configure/build/install twice.

Note: removed file autoconf-270.patch, it's not useful anymore
