main/jitterentropy-library: move from testing

Dermot Bradley requested to merge dbradley/aports:jitterentropy-library-move-to-main into master

This library will be used as a dependancy for rng-tools in order to enable the jitter entropy source in rngd. Therefore it needs to move to main as rng-tools is in main.
